Ofer is a PhD student of the Urban and Regional Planning Graduate Program at the Technion – Israel Institution of Technology, under the supervision of Professor Naomi Carmon. His fields of endeavor are planning theory and public participation in planning, and his doctoral research intention is to evaluate the correlation between public participation and the outcomes of planning.   By doing so he wishes to find out whether and how the theory and practice of public participation in planning can promote the creation of a ‘good’, ‘just’ and ‘sustainable’ City. Ofer is a teaching assistance for Professor Rachelle Alterman’s MA course, “Planning Theory”. Since 2000, Ofer has been working and volunteering as an urban planner. Today he is conducting the public participation process for the new master plan of Tel-Aviv-Jaffa. Ofer was the coordinator of MIU (Movement for Israeli Urbanism) until December 2006, when he became a board member. Ofer also volunteered for Bimkom – Planners for Planning Rights, as a board member. During the last years he has also volunteered for Beth-Dror – A shelter for GLBT youth rejected by their parents; and for the Israeli Gay Youth Organization as a member of coordination team and coordinator of youth and young leadership.
